Do tell! What’s so based about it?
They have a leftist tradition and it’s looking like it’s being revived (slowly but surely). I guess the people haven’t been so atomized socially yet, I’d say it’s a more hopeful place than some of the poorer parts that have been (more?) devastated by tourism.
