Once you get to the actual elections there are only 3 choices: the fascists, the limp dicks, or leave the choice to others. However much you dislike Biden, those are the choices. The time to affect what the choices are is before that in primaries and local elections and it takes time and work. A lot of it. It sucks, but that’s what it is.

“Not a citizen” doesn’t equate not being legally in the country. For a longer time with the appropriate work visa or green card, or for a shorter time with a tourist visa. Are they hauling off tourists and legal residents if they’re not citizens?
