It has to be. If it was really about saving money, they’d distribute what was already purchased and cut off future funding (well, if it was really about saving money, they’d look at the defense budget first), not let things we already paid for rot. This administration is made up of people who genuinely get off on the cruelty, like Kristi Noem and Steven Miller, and people who see it as a side effect that they don’t really care about.
